Yes, Virginia, Medicaid Expansion Will Harm the Poor

Last week, Virginia’s general assembly voted to expand Medicaid under the auspices of Obamacare. The commonwealth’s legislators had wisely resisted doing so for years, but four GOP state senators broke ranks to vote for this bill in exchange for a provision stipulating an anemic work requirement. The “news” media have, of course, touted this betrayal as a victory for the poor. It is however, precisely the reverse. Expansion will consign thousands of truly poor and disabled Virginians to purgatorial Medicaid waiting lists while advancing able-bodied adults with incomes above the federal poverty level (FPL) to the front of the line.

Why would Virginia pursue such an obviously unjust policy? Like all Democratic programs, it’s about power and money. Obamacare incentivizes expansion states to shift Medicaid’s focus to able-bodied adults by paying over 90 percent of their coverage costs, while the federal share of costs for traditional Medicaid patients remains below 60 percent. This does not mean, however, that doctors and hospitals will receive more money. Providers will continue to be paid less by Medicaid than the cost of treatment whether the patients are expansion or traditional enrollees. The extra money will go to political slush funds and insurance companies.

Medicaid expansion doesn’t work like the original program, which was administered by the states as a safety net for poor children, pregnant women, the disabled, and the elderly. Management of Obamacare’s corrupted version of the program is farmed out to insurance companies. A typical example is Wellcare, which accrued over $10.6 billion in 2017 from its coverage of able-bodied adults. The company plans to reinvest $2.5 billion of that revenue in the acquisition of Meridian Health Plans of Illinois and Michigan, which will increase its Medicaid portfolio by 37 percent. Meanwhile, truly poor patients die on waiting lists.

This is not conjecture. A recent study, conducted by the Foundation for Government Accountability (FGA), revealed that at least 21,904 Americans have withered away and died on Medicaid waiting lists in the states that expanded the program under Obamacare. Even worse, the 21,904 figure reported in the study almost certainly understates the true death toll. A number of expansion states were somehow “unable” to provide FGA with death totals, while others implausibly claimed that there were none to report. It is nonetheless clear that Medicaid waiting lists in expansion states constitute a kind of death row for the genuinely poor.

The worst carnage has occurred just north of the Beltway. Maryland is easily the deadliest state for traditional Medicaid applicants, chalking up no fewer than 8,495 deaths among individuals languishing on its waiting list. During the same time period, even as these patients were left to die, the bureaucrats of the Old Line State enrolled very nearly 300,000 able-bodied adults under the aegis of Obamacare. Louisiana took second place in killing its traditional Medicaid patients. The Pelican State reported 5,534 deaths among the unfortunates who wound up on its waiting list, while 451,000 able-bodied adults were enrolled under Obamacare’s expansion.

Additional states whose Medicaid waiting lists have killed a thousand or more people include New Mexico, where 2,031 poor and disabled patients died while the state signed up 259,537 enrollees under Obamacare’s expansion scheme. Michigan left 1,970 of its residents to die while enrolling 665,057 in its new and improved Medicaid program. West Virginia allowed 1,093 patients to die on its waiting list while signing up 181,105 able-bodied enrollees. The remaining expansion states are mere also-rans with death tolls ranging from Iowa’s paltry 989 down to Minnesota, which managed to leave only 15 of its poor and disabled citizens for dead.

This is the august company Virginia’s General Assembly chose to join last week. The Old Dominion will become the 33rd state to take Obamacare’s Medicaid expansion bait, demonstrating that the commonwealth’s politicians have learned little or nothing from the deadly experiences of the previous states that were gaffed by their own greed. Those Medicaid expansion states still have nearly 250,000 poor, disabled, and elderly individuals wasting away on waiting lists. Yet Obamacare advocates in Utah, Idaho, and Nebraska — blissfully unaware of the death tolls quoted above — are working to pass expansion in November via referenda.

Maine activists have already tricked the voters of the Pine Tree State into passing a referendum approving expansion, but the program hasn’t been implemented because Governor Paul Lepage has refused to go forward: “My administration will not implement Medicaid expansion until it has been fully funded by the Legislature at the levels DHHS has calculated, and I will not support increasing taxes on Maine families.” This speaks to one of expansion’s most profound ironies. Even if Washington continues footing most of the bill, herding the able-bodied into Medicaid is a budget buster for the states. It nearly broke Maine the last time they tried it.

Medicaid expansion under Obamacare privileges able-bodied adults with incomes above FPL, states can’t pay for it in the long haul, and it causes the genuinely poor to be dumped onto waiting lists where they quietly die in their thousands. Yet the Old Dominion’s newly-minted Governor, Ralph Northam, will gleefully sign an expansion bill into law this week as the leaders of his party and the media beam benevolently from on high. His name may even be uttered by the Great Mentioner as potential presidential material. For any Democrat, that’s certainly well worth a little inequity, the occasional budget deficit, and a few thousand human sacrifices.

Montana – -(Ammoland.com)- According to the 2017 Montana Gray Wolf Program Annual Report, population estimates suggest there are approximately 900 wolves in Montana. This marks the 13th consecutive year that Montana has far exceeded wolf recovery goals.

Montana’s wolf population has remained relatively stable with an annual wolf harvest that averages about 225 animals per year. During the 2017-2018 wolf season, 255 wolves were harvested: 65 percent hunting, 35 percent trapping. Approximately, $380,000 was generated for wolf conservation and management by wolf license sales.

Livestock depredation by wolves during 2017 was approximately 25 percent of what it was in 2009, when it was at a peak. The U.S. Department of Agriculture’s Wildlife Services confirmed 80 livestock losses to wolves in 2017, which included 49 cattle, 12 sheep, and 19 goats during 2017. One dog was also killed by wolves. This total was up compared to 53 livestock losses during 2016. During 2017 the Montana Livestock Loss Board paid $64,133 for livestock Wildlife Services confirmed as probable or certain wolf kills.

Wolf Management In Eastern Montana

With the recent release of this 2017 wolf report, it’s a good reminder that FWP manages wolves across Montana under a statewide management plan, including eastern Montana. FWP is committed to using its authority to responsibly manage Montana’s wolf population while addressing conflicts with livestock and other wildlife populations. Although wolf populations and management activities are largely focused on western Montana, all the same wolf management tools are in place across eastern Montana.

Wolves may be hunted throughout the state, with a season from Sept. 2-Sept. 14 (archery) and Sept. 15-March 15 (rifle). Hunting wolves requires a wolf license, which can be purchased over the counter for $19 (resident) or $50 (nonresident). Proof of hunter education must be presented at the time of purchase.

Wolves may also be trapped ($20 resident, $1 resident landowner, $250 nonresident) from Dec. 15-Feb. 28. Completion of either the Idaho or Montana wolf trapping certification class is mandatory.

Persons could take a combination of up to five wolves via hunting and/or trapping. FWP publishes wolf hunting and trapping regulations annually, and these are available at all license vendors and FWP offices. Note: National Wildlife Refuges may have different regulations on wolf management, and like any other species, permission is needed to hunt for wolves on private land.

Another aspect of wolf management includes increased emphasis on proactive prevention of livestock depredation. Montana law and administrative rules (MCA 87-3-130; ARM 12.9.1301-1305) allow a person to kill a wolf that is seen in the act of attacking, killing, or threatening to kill livestock or domestic dogs.

  • No permit is required and FWP must be notified within 72 hours of take or attempt to take.
  • Preserve the scene and leave the carcass where it was killed; carcass is surrendered to FWP.
  • Physical evidence of the wolf attack or that an attack was imminent is required (injured or dead livestock, broken fences, trampled vegetation and wolf sign) that would lead a reasonable person to conclude the attack was imminent.
  • Wolves cannot be intentionally baited, fed, or deliberately attracted
  • Wolves may be opportunistically hazed or harassed

This same law also allows private citizens to kill a wolf that is seen in the act of attacking, killing or threatening a domestic dog or another human. Again, FWP must be notified within 72 hours of take or attempt to take.

Montana Fish, Wildlife and ParksWolf sightings do periodically happen in eastern Montana, but currently no wolf packs are known to exist in the eastern side of the state. Recently, a FWP game warden reported seeing a lone wolf in south Phillips Co., and neighboring landowners were notified. FWP would encourage anyone who believes they see a wolf in Region 6 to contact your local biologist, game warden, or call the Glasgow Region 6 FWP Headquarters at 406-228-3700.

MISSOULA, Mont. – -(Ammoland.com)- A funding mechanism with a long name provides long-lasting benefits for hunters, anglers, hikers and others seeking improved access to America’s wild landscapes.

The Rocky Mountain Elk Foundation recently partnered with the Bureau of Land Management (BLM) to leverage more than $1 million in appropriations from the Land and Water Conservation Fund (LWCF) Priority Recreation Access program to open or improve access to nearly 55,000 acres of public land across four states.

Congress recently boosted LWCF to $425 million—a $25 million increase over 2017 but it did not permanently reauthorize the program which is set to expire September 30 2018.

“LWCF is absolutely vital if we want to continue to permanently protect and provide access to habitat for elk and other wildlife,” said Blake Henning, RMEF chief conservation officer. “The Rocky Mountain Elk Foundation calls on Congress to permanently reauthorize this crucial program.”

RMEF’s most recent LWCF project was the conveyance of a 93-acre tract of land, known as the Cow Island Trail project, to the BLM that improves access to more than 6,000 acres of adjacent public land in north-central Montana’s Missouri River Breaks region.

“Expanding access to public lands for hunting and fishing is one of the BLM’s top priorities,” said Brian Steed, BLM deputy director for policy and programs. “Partnering with RMEF allows us to utilize critical funding to secure access to parcels like the Cow Island Trail project, which in turn broadens access now and ensures it for the future.”

Below is a list of RMEF-BLM projects utilizing LWCF-Priority Recreation Access funding.

LWCF helps conserve wild and undeveloped places, cultural heritage and benefits fish, wildlife and recreation. Its funding comes from royalties paid by energy companies drilling for oil and gas on the Outer Continental Shelf. The royalties bring in $900 million annually, most of which is diverted to other federal programs.

“It takes great partners like the BLM to provide improved access opportunities for sportsmen and women but it also takes funding. These LWCF-Priority Recreation Access funds are absolutely critical in both conserving prime wildlife habitat and opening or improving access to it,” added Henning.
